What is TS2023 and Why Does It Need an Extension?

The TS2023 program was a temporary special measure from Immigration, Refugees and Citizenship Canada (IRCC) providing a safe harbour for Turkish nationals affected by the February 2023 earthquakes. It offered a pathway to an open work permit, enabling them to find stability and support themselves in Canada.

While the program provided a critical pathway to safety, the three-year timeframe presents challenges for a full recovery. The process of integration is complex and requires sufficient time. An extension is more than a policy adjustment; it is a practical step that acknowledges the unique circumstances of their arrival.

The Path to Integration

The core purpose of TS2023—to provide a safe harbor for recovery—requires adequate time to be fully effective. Participants have made significant strides by finding employment, enrolling in language classes, and contributing to their communities. However, recovering from the disaster's impact is a gradual process. A premature return to a region still undergoing large-scale reconstruction could disrupt the progress they have made.
