What is the TS2023 Program?

The TS2023 Program is a temporary and exceptional immigration measure introduced by the Government of Canada following the devastating earthquakes that struck Turkey and Syria in February 2023. Launched as an act of international solidarity, the program was designed to provide a safe haven in Canada for citizens of Turkey and Syria affected by the disasters.

The program's primary objective was to offer individuals who could not return home due to earthquake-related destruction—and who already held valid temporary status in Canada—the ability to extend their stay and continue their education or employment. Applicants under the program were eligible for Open Work Permits, enabling them to find stability and sustain their livelihoods in Canada. In addition, the program included exemptions for certain immigration fees (such as temporary status extensions, work permit fees, and biometric processing fees) to provide further support to those affected.

Integration and Recovery Process

For Turkish nationals who arrived in Canada under TS2023, the integration and recovery process is ongoing and naturally requires time and support.
